Baking soda and hot water, scrub with abrasive pad, rinse well and dry. Then spray vinegar inside to keep it fresh.

Pour in some water – warm if you can and let it soak a little while – then scrub it with a broom thoroughly and tip it onto a garden or the grass- rinse with a small amount of warm water and drain upside down until dry
You will notice that this method uses no chemicals and a small amount of water and allows the bin to dry and deodorise naturally
    Very environmentally friendly
Other than that you could ask a friend with a high pressure washer which uses surprisingly little water to blast it out for you
When its dry put some bicarb soda in the bottom to keep it fresh
